1943

Twenty-eight hundred Kovno Jews are sent to the forced-labor
camp at Klooga in Estonia. (USHMM, 1993, p. 49)

After further delay the State Department formally instructs
the American minister in Bern to issue the disputed export
license to the WJC representative for his rescue efforts in
Romania and France. (See February 2, April 30, June 16, and
