1941

An explosion blew up Romanian Command Headquarters in Odessa, probably
the result of explosives left by the departing NKVD, who had previously
occupied the building. The Romanian administration did not investigate 
the cause of the explosion, but simply blamed it on the Jews and the
Communists. Antonescu ordered that 100 Jews must be executed for every
soldier killed, and 300 Jews for exach officer killed.(Carmelly, 80)

Jewish businesses in Holland were forced to register, with the 
Nuremberg Laws defining "Jewish." National protests erupted as
Protestant clergy condemned the move. (Black, ch. 11)
