1944

During the second Quebec Conference, Churchill and Roosevelt
both initial the Morgenthau Plan. This was a proposal by
Secretary of the Treasury Henry Morgenthau to turn Germany
into an agricultural state, a proposal untimately rejected
by Roosevelt. (USHMM 1994, 59)
