The decision is made after Himmler and the RSHA (`Reichssicherheitshauptamt') chief Kaltenbrunner agree that life in the ghettos is not harsh enough to achieve the "natural demise by means of hard labor," outlined at the Wannsee Conference of January 1942. The Himmler order results in a massive resettlement-and-murder program, lasting from September 11 to November 3. Thousands of Jews in the ghettos of Kovno, Minsk, Riga, and Vilna are killed, while 18,000 to 20,000 deemed capable of hard labor are temporarily exempted. (USHMM 1993, 37) French resistance leader Jean Moulin is arrested. He dies eleven days later after torture at the hands of Klaus Barbie, the Gestapo chief of Lyon. (Ibid.) In liberated Algiers, the American-British joint Commission for Political Prisoners and Refugees announces th erelease of the last 4,000-6,000 persons held in concentration camps, forced-labor units, or "restricted areas" in North Africa.
