U.S. Secretary of the Treasury, Henry Morgenthau, receives a
memo entitled "Report to the Secretary on the Acquiescence
of This Government in the Murder of the Jews." Researched by
Josiah DuBois, a young lawyer with Treasury, the memo is
signed by General Counsel Randolph Paul. It charges the U.S.
Department of State with preventing the rescue of European
Jews and attempting to cover up their actions. (USHMM, 1994. Pg. 25)
